Following the Combine's emancipation of Earth, certain built-up areas were given a specific designation and evaluation by the Combine to house its assets.

Organization

Earth

Earth, designated CMB-314, is one of the planets under the Combine's domain.

Sector

Managed by: Sector Administrator

The Sectors are continent-sized regions that encompass more than 2 cities and the outland regions in-between. The Overwatch Transhuman Arm and Overwatch A.I. are based at a Sector-level. The Sector Administration typically operates out of the largest city in the Sector.

City

Managed by: City Administrator

Cities, or Urban Locations (abbreviated: URB-LOC), are metropolitan areas that act as self-governing city states. Cities report to the Sector Administration. The majority of the remaining human population is herded within these cities, with some notable ones being:

  • City 17, located in former Sofia, Bulgaria (capital of Sector 17)
  • City 24, located in former Geneva, Switzerland (capital of Sector 12)
  • City 2, located in former New York, USA

Index

Districts, officially known as Indexes, are the subdivided regions within a city, similar to the 'boroughs' of the old world. Citizens are denied free movement between districts - they are the individual population centres within cities.

Outside the walls

"And all the effort in the world would have gone to waste until..."

As the Combine began to construct and develop cities upon the now enslaved Earth, the outside of those cities were left to waste, inhabiting xen organisms as well as the wanderers who were left to rot in the harsh barren wastes. The Black Mesa Incident had a significant impact on shaping the world, releasing the creatures, organisms and flora all from Xen onto the world. This of course caught the attention of the Combine, and sparked the 7-hour war which left Earth in a war-torn and infested hive of a world turned upside down. Everything left outside the city walls is left for dead, even those unfortunate souls who slip out the walls or who were born in the wastes. The wastes are a place no individual should travel, due to the unknown presence of any Xen wildlife or rumours of greater forces lurking in the wastes. Whatever lives and breathes out in those wastes are surely something that no person should face...
