Citizens are the oppressed human residents of the Combine's remaining urban centres.
With hardly any rights afforded to them, they are often moved without warning between cities, either to disrupt the formation of organised resistance groups or prevent citizens from becoming comfortable with their surroundings.
Periodic public service puts citizens to work for the production, repair, and betterment of the city. All citizens must attend these shifts to maintain their societal value, tallied by Documented Civic Deeds. These are earned through actions that contribute to the continued stability of the city, such as reporting threats to Civil Protection and attending the aforementioned workshifts.
In City 17, a strict curfew is enforced between sunset and sunrise, during which you must stay within your designated housing block. Citizens know that violating this curfew is a hazardous undertaking, as Civil Protection units are known for their brutal "enforcement" of those who cross the line.
Civil Employment
Select citizens may be deemed eligible for advanced public service work, and contracted by the Ministry of Energy to maintain the basic amenities that the Combine provides: gas supplies, vending machines, and lighting equipment. These citizens are chosen from an applicant pool based upon their Documented Civic Deeds.
