The Overwatch Transhuman Arm is the human military force of the Combine. Near-seldom witnessed, but ready to mobilize at a moment's notice, this elite force of augmented soldiers exists to suppress threats to regional stability with calculated and brutal efficiency.
Rules
Unless otherwise stated, all the rules and procedures of Civil Protection carry over to Overwatch. Breaking any of these rules will result in a potential blacklist and server ban for both whitelists.
0. Use common sense. Clear abuse of the whitelist or messing around in any way will result in a permanent ban.
1. You are an augmented, trained military asset, more soldier than human, and whose sole existence is for the preservation of the Combine's status quo. Your actions, words, and mannerisms will reflect that, or you will be removed.
2. There is no internal disciplinary for Overwatch soldiers. If you mess up, you will be removed from the faction. Similarly, if you don't agree with what your team leader is saying, keep it to yourself.
3. Do not interfere with Civil Protection affairs, unless carrying out an order from Dispatch or local Overwatch command.
Demeanor
This faction is reserved for those who can uphold a serious and intimidating presence when within the public eye; remember that the Transhuman Arm is the most organized and disciplined Overwatch ground force.
Overwatch soldiers make use of worded terminology in radio rather than 10-codes. Follow their speech patterns as presented within the Half-Life 2 universe, especially when interacting with citizens, where using minimal wording and keeping orders clinical and succinct help distance the soldiers from the workforce. Often fewer words speak greater volumes.

Overwatch soldiers are much more imposing when they exist as an force rarely seen until the situation becomes dire. As such, there are very strict guidelines on when players are allowed to 'flag on' to their Overwatch characters.
Soldiers may deliver a summary immediate amputation on violators at ANTI-CIVIL ACTIVITY LEVEL FIVE or greater during these times, as long as it does not contradict the faction rules.
Any deployment must be done in a group of at least 2 Overwatch units and in-step with the directives listed below. Additionally, the units on must not exceed the maximums table (right) at any time.
Priority Assets
Members of the City 11 Security Council must occasionally parlay with the general populace. As Overwatch soldiers, it is part of your duty to preserve their position during these excursions, which includes:
- Constantly armed and ready to defend or get in the line of fire of the priority asset
- In situations where the priority asset is at undue risk, it is perfectly appropriate to disregard commands that would further jeopardize their safety in favor of moving them to a secure location.
- Remaining vigilant and planning ahead on potential exit routes or sources of attack
- Keeping workforce members suppressed or at distance from the asset
- Citizens who fail to comply with one command to move back should be expunged from the workforce
As a Combine military asset, you are not obligated to carry out any orders on behalf of the asset, other than ensuring their safety and carrying out Overwatch directives given from a sector administration source or Dispatch.
Stabilization
Overwatch soldiers may deploy to stabilize local insurrection across the entire district when the Politi-Stabilization Index is FRACTURED or severer.
This may involve a systematic search and inoculation of the Storm System at JUDGEMENT WAIVER only.
