The Security Council is the governing body and the administrative final-rung of City 11.
Note: The Security Council and its ministries are positions typically held as event roles rather than a full, constantly-active faction.
General
Acting as a council concerning the management and control of their respective city, the Security Council is a model used more-or-less consistently throughout Combine-occupied urban locations.
The Security Council's primary objective is to ensure the preservation of social stability in City 11 through the coordination of its ministries. The Council is constantly in session regarding current affairs, directives from above, and changes in its workforc, though one could argue that they act as more of a puppet government - a propaganda tool of the Sector Administration.
